Apple revises European App Store policies to avoid more EU fines

Apple has revised its terms and conditions in the European Union for developers using its highly profitable App Store, aiming to avoid more fines under the bloc’s digital antitrust laws.

The iPhone maker is trying to avoid more fines after the European Commission, the EU’s executive arm, ruled in April that its terms and conditions violated the Digital Markets Act, a newer law designed to curb the market power of tech giants such as Apple. The regulator fined Apple 500 million euros ($583 million), saying the obligations it imposed on developers to prevent them from steering customers to better deals outside the App Store were unfair.

The agency also issued a “cease and desist” order to Apple over the terms and set a 60-day deadline, which expired Thursday. Apple has until then to comply with EU law or face more regular fines of up to 5% of the company’s daily global turnover.

Apple said it will make a series of changes to its App Store policies in Europe. This includes giving developers more ways to guide users to discover and pay for better deals outside the App Store. The company is also introducing a new pricing model for App Store developers who choose to guide customers through links or in-app purchases, including a two-tiered service fee for sales achieved through in-app promotions.
